The Role
The Executive Officer (XO)/ Formation Safety Advisor (FSA) is responsible for the day to day management of Headquarters Tasmania Australian Army Cadet (AAC) Battalion in accordance with the direction and priorities of the Battalion Commander, an Army Reserve Lieutenant Colonel, and the needs of the National Headquarters based in Canberra.

As the XO/FSA you will lead, manage, and mentor an integrated workforce comprising ADF, APS and Army Cadet Staff within the Battalion. You will prioritise and coordinate tasks, resources, staffing, plans, reporting and governance within and across the Tasmania AAC Battalion. This includes the planning and oversight of WHS and Youth Safety aspects of the Battalions operations.

You will provide advice to staff and leaders on relevant Legislation, Defence, Army and Cadet Policy requirements to ensure that the deliverables of the youth development program are met. Importantly this includes ensuring that this program is conducted in accordance with the Defence Youth Safety Framework.

The XO/FSA is expected to understand and advise on the requirements of AAC policies and practices as they apply to dealing with youth and volunteers, in addition to managing and reporting on the delivery of AAC outcomes and activities. A Cert 4 WHS qualification and familiarity with Youth Safety requirements is desirable, as is an understanding of incident management and the application of administrative decision making principles.

The XO must be able to establish and maintain effective working relationships with diverse staff groups, including volunteers, and have an ability to understand and work with youth. Communication is the foundation of this requirement and therefore the ability to tailor the message to different audiences, who are ultimately time poor, is a key requirement of this position.

The successful candidate can expect to be given a considerable level of autonomy to lead a small full time team on a day to day basis. About our Team
Supporting the conduct of the Tasmania AAC Battalion activities, the Tasmania Battalion is responsible for the management and support of some 300 cadets operating from eight Community Based Units across Tasmania.

The XO/FSA is the conduit for the daily management of Battalion requirements with the National Australian Army Cadet Headquarters in Canberra. The XO/FSA will manage the two permanent headquarters staff, consisting of Regular Army and APS personnel. The XO/FSA will work to the Regional Commanders direction and priorities. The Headquarters is predominantly staffed by Army Reserve personnel managing the functions of operations, personnel, training and logistics working under the direction of the Commander, an Army Reserve Lieutenant Colonel.

The Battalion also consists of Army Cadet Staff (ACS), who are the adult volunteer group that deliver the youth development program. ACS wear a representative military uniform but do not hold military qualifications or authorities. The Cadets range from the age of 13, when they enter the Australian Army Cadets, to 18, when they retire from the program. The XO/FSA will have ongoing and frequent interaction with all of these groups within the Battalion, including interaction with Cadets and volunteers during key activities and events.

To succeed in this role you must be a self-starter and have personal drive and integrity with a demonstrable ability to:Be a leader with experience building teams and developing individuals, you are comfortable providing coaching and mentoring your team.Hold a Cert 4 in Workplace Health and Safety and be familiar with the Defence Youth Safety Framework and youth safety requirements as they pertain to Cadets.Be a dynamic thinker who can monitor, and track the progress of multiple assigned tasks, projects and lines of effort in a fast-paced environment.Have strong communication skills and maintain professional working relationships with internal and external stakeholders.Be able to prioritise tasks and shift priorities quickly, and deliver outcomes as an individual and as part of a team.Demonstrated ability to analyse and interpret business reporting and information to identify risks associated with business performance.Demonstrated experience in planning and coordinating the administrative and logistics support requirement for significant events and activities transferable to support Army Cadet activities, bivouacs, and camps.Demonstrated experience in procurement of services and supplies, budget planning and management.Experience managing and reporting workplace and safety incidents including inappropriate behaviour, equipment damage or loss, poor job performance, WHS.Proficient in the Microsoft Office suite of products including intermediate skills in Excel and Word.An understanding of youth safety requirements and a commitment to the Australian Army Cadet youth development program - https://www.armycadets.gov.au/
