job detailsRandstad is currently assisting a Federal Government department in sourcing multiple skilled Policy & Legislation Offices across APS5, APS6 and EL1 levels. The opportunities are available for a 6-12 months contract. While there is a preference for non-ongoing (salaried) engagement, casual/labour-hire contracts will be considered for the right candidates.
Policy Officers (APS5) and Senior Policy Officers (APS6)
Policy Officers would undertake a wide range of administrative, research, analysis, and policy development tasks as well as handling day to day correspondence relating to Branch priorities.
The Senior Policy Officer role would involve similar but more complex work on consumer safeguards and policy issues, working on the national audit and mobile program. This includes supporting the development of regulation and legislation, assisting with preparation of regulation impact assessments and explanatory materials, developing program guidelines and assessing applications for funding and preparing briefing on policy issues and programs.
Successful applicants at the APS5 and APS6 levels will help respond to enquiries from the public and engage with a range of internal and external stakeholders.
Assistant Director (EL1)
Working with a degree of autonomy, the Assistant Director will develop strategic advice, solve problems, manage policy and program issues, implement legislation and regulation and manage staff. The Assistant Director will work with key internal and external stakeholders to facilitate cooperation, identify opportunities and achieve outcomes. A key task will be to contribute to reforming consumer safeguards and implementing the statutory provider regime. This may include developing legislation and regulation, leading regulation impact assessments, and may also include complex briefing and progressing consultancies.
Successful applicants at this level would be expected to be involved in planning and undertaking more complex stakeholder engagement, including representing the Department at meetings with key stakeholders.
Key Responsibilities:
- Develop legislative amendments to improve international arrangements to boost productivity and enhance security outcomes.
- Develop policy positions, papers and briefing on a range of emerging challenges and opportunities
- Develop and contribute high level policy advice, papers and briefing on complex issues to provide evidence-based advice and recommendations
- Perform research and analyse options to recommend and develop policy solutions
- Build productive relationships with relevant internal and external stakeholders, including other government agencies, state and territory governments, sector peak bodies and providers
- Prepare (or oversee the preparation) of a range of complex Ministerial submissions, briefings, correspondence and operational guidance for providers, families, as well as more routine correspondence
- Supervise a small number of team members to achieve outcomes
Essential Knowledge and Experience:
- Demonstrated experience in policy development, legislation development and legal reforms
- Policy advice experience, including an awareness of government decision making processes and the role of the department
- Highly developed written and verbal communication skills to provide clear and accurate advice to Senior Executive
- Highly developed stakeholder engagement skills to work across boundaries to achieve positive outcomes
- Demonstrate strong analytical and conceptual skills and a capacity to engage with complexity
- Project management skills, excellent oral and written communication skills, an ability to interpret and apply legislation, sound judgement and strong interpersonal skills
- Able to manage multiple tasks, have the ability to produce high quality results and work under pressure
- Experience leading teams and managing staff
