job detailsThe Human Resources (HR) Advisor is responsible for providing a range of high quality, accurate and timely HR advice, administrative and support services to ensure the delivery of people management initiatives, projects, and reporting activities across the department. The incumbent will support the department to establish core HR supports and structures as it transitions to direct employment of staff and beyond.
The role oversees the development, design and delivery of a range of people related programs and projects including recruitment and workforce management, professional development and capacity building, employee relations, culture and engagement, safety and wellbeing, HR operations and systems all to establish the organisation and effectively manage and oversee HR operations.

- Provide appropriate advice and guidance on HR matters at all levels to maximise the performance of the department and its people resource across all stages of the employee lifecycle.
- Implement a range of HR policies, procedures and processes across recruitment and onboarding, learning & development, staff movements, establishment, leave, payroll, and OHS to support effective people management practices that comply with organisational and legislative requirements.
- Manage high quality whole of cycle recruitment services, liaising with internal and external stakeholders including the Victorian Government staffing services panel agencies to source/recruit contractors and VPS staff and candidates for job vacancies
- Deliver a range of administrative and support services including records management, HR correspondence, meeting and event management, and project documentation to support the effective operation of the HR function and project delivery.
- Source and compile a range of HR information across all HR projects and prepare documentation to communicate HR information and inform decision making.
- Identify and analyse emerging issues, trends, statistics and information relating to employee life cycle activities to inform effective decision making, including preparing reports, submissions and information
- Update and maintain HR records and databases, complying with administrative systems and processes, to ensure that all information is current, accurate, accessible and stored correctly.
- Identify, analyse and recommend continuous improvement in HR and coordinate the delivery of projects to improve the delivery of HR initiatives and services.
- Establish and maintain strong collaborative relationships within the department and the wider public sector to ensure appropriate HR services are provided to the organisation.
To be successful in this role:
- Relationships with key external stakeholders are established, maintained and strengthened to support achievement of function and organisational objectives.
- Robust records management systems are in place for all HR matters.
- Systems and processes of work are developed and established across all HR functions.
- Sound, authoritative advice and support is provided in a timely manner across the department for human resource management matters.
- Strong processes and supporting documentary evidence of the departments progress and performance on people, culture and HR matters are in place.
- People and Culture systems and performance metrics are effective in monitoring and managing progress and outcomes for key HR areas.
- Compliance with the VPS enterprise agreement, relevant legislation and statutory reporting requirements.
- Tertiary qualifications in human resources or related fields is required.
