DUTIES

Lead and oversee client care coordination including triage, escalation, and allocation processes, applying clinical judgement to ensure active risks and needs are identified and the client is engaged with relevant services promptly, within a stepped care framework. Coordinate the work of service delivery partners, including contracted outreach counsellors and partnership providers, and collaborate with services to support the wellbeing needs of clients. Be responsible for the following activities;
Triage and Allocation
o Oversee regional triage and allocations of clients referred to the region. Manage the allocations case load through support to rostered Duty Officers, provide advice on escalations applying a holistic risk assessment framework and a stepped-care model of service provision;
o Collaborate closely with internal stakeholders, including Client Assist Contact Centre, Clinical Liaison, Coordinated Client Support and the regional Leadership Team to ensure clients are afforded appropriate responses and service options.
o Provide support and direction to the Duty Officers in the region and work collaboratively with the regional leadership team to ensure the timely and appropriate allocation of clients to centre-based and Outreach and Partnership providers;
Escalations
o Identify clients in need of escalated intervention and ensure relevant responses are undertaken; where indicated, liaise with emergency services, hospitals, Client Assist Contact Centre, Coordinated Client Support, DVA security, or other services or sections as necessary;
o Maintain relevant clinical records and client status reports in a timely manner, and provide advice to the Regional Director, Assistant National Manager or other officers as indicated, including where client or staff safety is paramount;
o Support staff involved in matters requiring escalation, including support in decision-making, client engagement, and defusing or debriefing following escalation incidents as indicated.
Outreach Program Coordination
o Provide support and direction to the Outreach Program Coordinator/s in the region, and ensure Outreach Program Counsellors are provided with relevant training, support, and direction to maintain a high level of service provision to Open Arms providers and clients. Support clinical staff and Outreach and Partnership Providers to make effective decisions when working with clients with identified complex needs and/or changeable risk status;
o Provide ongoing consultation and advice to clinical staff and Outreach and Partnership Providers in the provision of services to clients with identified complex and/or multiple needs;
o Be the regional point of contact for Branch activities regarding Outreach Program policy, procedures, and training initiatives. Provide input into relevant service-wide forums regarding the provision of Outreach Program Counsellors and Partnership Providers.
Client Care Coordination
o Support Client Care Coordinators to maintain caseloads of clients requiring intensive support for complex matters and provide expert clinical direction where relevant;
o Prepare updates on complex or at-risk clients, including matters requiring external or departmental liaison and report regularly at the Regional Escalated Case Oversight meetings, and elsewhere as required.
Staff Supervision and Support
o Undertake line management and supervision responsibilities for members of the Clinical Care Coordination, Allocations, and Outreach Program Counsellor staff. Be responsible for the recruitment, selection, induction, development, and performance management of such employees to ensure their ability to meet service delivery requirements
o Maintain active awareness of the caseloads of the team through the provision of regular operational supervision and coordination of team meetings;
o Oversee external supervisory arrangements to ensure high quality service appropriate to the needs of Open Arms;
o Ensure team members are supported to maintain effective personal well being strategies and are supported to adopt work practices to reduce the risk of burnout when engaging with complex or distressing client matters;
o Ensure staff are trained in, and adhere to the principles of holistic risk assessment and planning in their interaction with clients of Open Arms;
o Facilitate a professional development program for the teams based on the needs of Open Arms business priorities and in accordance with identified professional development requirements;
o Ensure all individual staff are meeting their workload requirements and are maintaining active professional development and regular professional supervision;
o For line-managed staff, process leave applications and approve timesheets, maintain staffing rosters. Provide ongoing consultation and advice to clinicians working with cases if required;
o Maintain a clinical workload of complex clients as negotiated with the Regional Director;
o Provide oversight and support to other teams in the region as required.
o In collaboration with the Regional Clinical Practice Manager, support the activities of the Clinical Support Team members who work alongside the clinical staff in the Allocations and Outreach Programs team. Identify and support professional development needs of these support staff and liaise with the Regional Clinical Practice Manager as necessary concerning their duties or performance.
Service Liaison
o Establish and maintain effective strategic relationships with specialist service providers and develop relevant referral pathways within the region;
o Maintain collaboration with Coordinated Client Collaboration, Triage and Connect, Escalations and other key stakeholders, and participate in Escalated Client Outcomes meetings to support client service delivery;
o Work cooperatively with other services, including medical, psychiatric, welfare, rehabilitation, Ex Service Organisations, and Defence, and establish referral pathways to support the needs of Open Arms clients;
o Undertake case coordination, coordinate case conferences, and lead and develop agency networks through a focused and planned community liaison/engagement approach to enable greater collaboration with existing service providers;
Leadership Participation
o As a member of the regional leadership group, participate in clinical and team meetings, and contribute to the management, departmental projects and committees. This includes:
o Representing Open Arms at stakeholder events, community development activities, and related activities in consultation with the Regional Director;
o Provide advice to the Regional Director on professional development requirements of the team as identified;
o Demonstrate leadership behaviours and workplace practices in line with policies of WHS, Workplace Diversity and the Australian Public Service values, Employment Principles and Code of Conduct.
o Act for the Regional Director as required.
Quality Assurance and Policy
o Undertake Quality Assurance activities, which may include audits, case file reviews, risk reviews, and contract compliance reviews to ensure effective clinical governance by Outreach Program Counsellors and Partnership Providers who deliver services across the region. Contribute to the ongoing improvement of the policies and procedures related to the Open Arms Outreach Counsellor Program and oversee the implementation of related contract management practices at the local level.
o Actively contribute to and implement Divisional National projects, clinical policies and procedures, research initiatives and Quality Assurance activities as required;
o Contribute to the development and review of case management policy, processes and frameworks within Open Arms and DVA as required;
o Undertake coordination of, and actively contribute to, clinical research projects being undertaken across Open Arms where required.
MANDATORY REQUIREMENTS
Qualifications as a registered Psychologist / Mental Health Occupational Therapist / Mental
Health Registered Nurse with full AHPRA registration, OR
Qualification as a Social Worker eligible for membership of the Australian Association Social
Workers (AASW) and be eligible to apply for Mental Health accreditation.
AND
Working with Children (WWC) and/or Vulnerable People Checks/Clearance
Extensive clinical and relevant management experience
HIGHLY DESIRABLE SKILLS AND QUALIFICIATIONS
