Job Description
The Chief Information Officer is accountable for GRDC's ICT security, strategy, operations, compliance, and budgets, and also provides specialist and strategic advice to senior business leaders on technology, information and data management and strategy..
- Accountable for the overall strategic direction and operation of GRDC's ICT environment and corporate data and information management capabilities including, strategy setting, people, budgets, architectures, policy, compliance, technical and security aspects.
- Ensure GRDC's ICT environment is effective, value adding, functionally and business focused, forward looking, contemporary, well governed and safe.
- Responsible overall for providing high level strategic ICT leadership and advice to the Executive, the senior leadership group, Board, and other stakeholder groups.
- Responsible for the effective management of risks associated with ICT Operations across a broad plan, build and run model. Manage and mitigate cybersecurity and related risks and ensure proficient business continuity.
- Responsible for optimal user experience for users and across sites to ensure systems, issues and constraints are dealt with effectively, positively and in a timely manner.
- Develop strong working relationships across the business and engage with advisers and other relevant industry stakeholders as required.
- Take direct day to day responsibility and accountability for cross organisational coordination and leadership of the development, and delivery of GRDC ICT outputs and services.
Strategy & Development
- Accountable for the development and implementation of GRDC's ICT Strategic Plan, including due consideration of Digital and RD&E service dependencies.
- In collaboration with the Executive team, clearly articulate and justify the ICT strategy's value proposition.
- Facilitate development of sound strategy that considers the wide range of stakeholders, RD&E collaborators, and industry partners regionally, nationally, and internationally to facilitate the creation of RD&E outputs that deliver on GRDC's purpose.
Strategic Leadership and Capacity Capability
- Responsible for leading, coaching, mentoring, and managing direct reports to achieve an aligned and engaged high performing team that contributes proactively to deliver GRDC's purpose.
- Align and prioritise the objectives of the ICT Group with those of the GRDC.
- Foster strategic and productive relationships with service providers.
Technical advice and proficiency
- Responsible for sourcing expert technical advice on issues relevant to the business group and the broader business.
- Analysis and technical advice to the Executive and Board on appropriate scope and technical capability relative to operating systems.
- Relevant change management, instructional and training/ technical documentation is captured, promulgated, and understood.
- Provide advice to the senior business leaders on benefits realisation and evaluation in relation to ICT compliance, engagement, and adoption by users.
Procurement of services and delivery
- Responsibility for ensuring that all ICT projects and initiatives are procured and delivered consistent with GRDC policies and procedures.
Financial management
- Accountable for the ICT Group budget and contribute to the successful financial performance of the organisation.
IP Management
- Be responsible for managing and protection of IP relevant to ICT development and activities.
The Successful Applicant
- Demonstrated experience in leading and developing a progressive ICT business group.
- Strong track record in delivering programs of scale and complexity, total spend circa $10 million pa
- Appreciable forward thinking and analytical skills, and the ability to collaboratively formulate strategy that includes an appreciable value proposition and argument.
- Proven experience in contract management including management of consultants and subcontractors.
- Demonstrated experience in the application of risk management principles.
- Proven commercial acumen.
- Ability to build strong stakeholder relationships and networks.
- Demonstrated ability to write concise high-level briefs and board papers.
Mandatory Requirements:
- Qualifications and extensive experience across a range of ICT management and delivery roles.
- PMO or similar role experience implementing complex ICT, information and business systems.
- Minimum 8 years' experience in a similar role(s).
- Must be prepared to travel as and when required.
- Must have a valid Australian Drivers Licence.
- Must be willing to undergo all Pre-employment Medical and Police checks.
- Must be an Australian Citizen.
