The successful candidate will:
- Hold recognised Project Management qualifications with proven ability to plan and monitor works across multiple sites, exhibiting flexibility and implementing site specific strategies to facilitate project delivery.
- Demonstrate high level experience in a similar project role with strong Project Management skills to plan and determine priorities,coordinate resources and to monitor and report progress to ensure deadlines and defined quality criteria are met.
- Proven ability to manage and influence the expectations and outcomes of others with competing and potentially conflicting priorities and needs that are not in their direct line of control to achieve strategic organisational outcomes, with high level interpersonal skills, including the ability to consult, negotiate and communicate effectively with personnel at all levels in the organisation, external organisations and professional groups in both the public and private sector.
- Demonstrated ability to develop, manage and report on the financial management of Capital Projects within a large complex organisation.
- Display working ability to identify opportunities for continuous improvement in the planning and delivery of projects.
- Possess knowledge of the planning permit process and Local Authority requirements including planning controls, overlays and State Government Policies; understanding of the NCC and relevant Australian Standards;
- Exhibit a high level of customer service by providing professional and competent advice to internal and external customers and maintaining meaningful relationships with key stakeholders.
Duties and responsibilities:
- Staffing and budget responsibilities:
- Report to Senior Director of Capital Delivery.
- The role also supervises a Project Officer/Manager (AO5) and an Assistant Project Officer (AO4).
- From time to time the role may need to supervise temporary project staff as resources requirements dictate.
- This position will also be responsible for the budget management of the Capital Projects under their ambit.
- Provide ethical decision making in the achievement of project and organisational goals, while delivering professional and technical advice in all aspects of the Capital Projects, accessing information when required from a range of internal and external networks and sources.
- Provide accurate and clear advice and information to the Senior Director of Capital Delivery on the Capital Delivery Program requirements and progress.
- Facilitate problem solving of project issues requiring the use of problem solving techniques and liaising with all key stakeholders.
- Coordinate the assigned Capital projects across the business and provide timely and effective responses to the needs of clients ensuring that outcomes comply with relevant Acts, Regulations, By-Laws, Australian Standards and Departmental Asset Management policies.
- Ensure project risk assessments are undertaken and associated risks are managed as part of the planning and delivery of Capital Projects.
- Ensure compliance with the requirements of workplace health and safety, equal employment opportunity and antidiscrimination practices and behaviour in the work environment.
- Ensure that delivered services are cost effective through monitoring job costs and quality and tracking of performance against budget.
- Establish and maintain key project documentation and governance for Capital Projects.
- Facilitate design coordination and client engagement ensuring all necessary client approvals are obtained.
- Assist with Contract Management in consultation with the Senior Director Capital Delivery and the Procurement and Supply team.
- Evaluate each project upon completion to ensure that the scope of the work has been achieved and that all project close-out documentation has been completed, including Lessons Learnt.
- Assume responsibility for expenditure within the positions scope of delegation and report on Key Performance Indicators (KPIs) for Capital Delivery Projects.
- Ensure patients and other staff are treated fairly and with mutual respect and understanding, regardless of cultural, religious, ethnic and linguistic backgrounds.
- Follow defined service quality standards, occupational health and safety policies and procedures relating to the work being undertaken to ensure high quality, safe services and workplaces.
Requirements of this role include:
- Minimum 3 years experience in a similar Senior Project Management role.
- It is a mandatory requirement for the successful candidate to hold a general construction induction card (previously called a white card).
- Hold a C class motor vehicle licence, which must be provided before commencement of duty.
- Ability to work autonomously and utilise discretion in the absence of the decision makers.
It is expected that the successful candidate will possess strong oral/written communication, presentation and interpersonal skills. They will display initiative, attention to detail, and have the ability to work autonomously and unsupervised whilst contributing to the wider team's objectives of ensuring service delivery exceeds expectations.
